The Federal Coal Mine Health and Safety Act of 1969, U.S. Public Law 91-173, generally referred to as the Coal Act, was passed by the 91st United States Congressional session and enacted into law by the 37th President of the United States Richard Nixon on December 30, 1969.
Small mines (comprising 90% of all mines) are known to have far higher death rates, and the government of China has banned new coal mines with a high gas danger and a capacity below 300,000 tons in an effort to reduce deaths a further 20% by 2010. The government has also vowed to close 4,000 small mines to improve industry safety.
Working in mining is risky business. Earlier this year, a man was killed in an accident at a copper mine in Australia. Another accident at a coal mine in southwest China claimed 22 lives. In fact, China has some of the most dangerous mines in the world, and authorities have scrambled to try to enforce safety rules.
